Register as a Rule Participant in the WEM

This page provides an overview of the processes and tasks required to register as a Rule Participant in the Wholesale Electricity Market (WEM).

Registration occurs in two high level stages:

  1. applying for WEMS access to the Wholesale Electricity Market System (WEMS)
  2. then once WEM access has been approved, submitting a Change Requests (online form) through the WEMS Market Participant Interface (MPI).

Category and classification

To confirm you are registering in the correct Rule Participant Class category for the WEM, visit Rule Participant Classes.

Some legal entities may be automatically exempt or need to apply for exemption from registering in the WEM; see Exemptions for Rule Participant Registration in the WEM for more details.

Trustees and Trusts

When an organisation makes an Application as trustee of the Trust, the Trustee must submit a copy of the Trust Deed and annex a copy of the WEM Participant Trustee Deed Poll.

Applying for WEMS access

WEMS Access Form

This form is used to apply for WEM Access and to allow AEMO to check if the person or legal entity applying meets the requirements to participant in the WEM.

The following form must be completed and submitted to the WA Energy Market Management at wa.operations@aemo.com.au

Market Participant Administration Nomination Form

This form is used to designate a new or additional Market Participant Administrator (MPA) for a Rule Participant in the Wholesale Energy Market System (WEMS) Market Participant Interface (MPI). 

The MPA is the first user granted access to the WEMS and is the only person able to submit information in WEMS on behalf of the legal entity prior to Rule Participant registration. After Rule Participant registration, the MPA may apply to AEMO to add additional WEMS users as required and define each user’s WEMS access roles.

The following form must be completed and emailed to the WA Energy Market Management at wa.operations@aemo.com.au

WEMS token request

Users will need an RSA token to access the WEMS. This form is used to apply for an RSA token to provide a user with access to the Wholesale Electricity Market Systems (WEMS). 

This form may be submitted with the MPA nomination form, or at a later date.

The following form must be completed and emailed to the WA Energy Market Management at wa.operations@aemo.com.au

Once the form has been received, a RSA soft token can be assigned to the new user or a RSA hard token (physical token) will be mailed to the user to allow access into the WEMS system.

Registering as a Rule Participant

Once the aforementioned forms have been approved by AEMO, you will have access to WEMS MPI and can begin the next steps of the registration process.

Applicants must pay a fee for Rule Participant registration and this is outlined on the Fees and Charges page.

Supporting documents

These documents must be supplied either with your application form, or beforehand, as they support your application for registration.

Recipient created tax invoice (RCTI) agreement

The Recipient Created Tax Invoice (RCTI) agreement allows AEMO to issue a Tax Invoice on your behalf for transactions of taxable supplies (WEM services) and is required under tax legislation purposes. 

The following RCTI agreement instructions should be reviewed and the agreement must be completed and emailed to the WA Energy Market Management at wa.operations@aemo.com.au.

Declaration of Rule Participant registration

This form is a declaration of intention to register in a Rule Participant class in the WEM and must be completed and uploaded in the Participant Registration Change Request in WEMS MPI.

WEM Participant Trustee Deed Poll

Under this document, the Trustee undertakes to provide AEMO with an updated version of the Trust Deed within three business days of such updates taking effect.
