Published every two years, AEMO’s Integrated System Plan (ISP) is a roadmap for the transition of the power system that underpins the National Electricity Market (NEM), presenting the plan for essential infrastructure that meets both consumer needs and government energy and emissions targets between now and 2050. The ISP draws on a comprehensive set of inputs, including all relevant federal and state government policies for emissions reduction, and seeks the optimal mix of generation, storage and network infrastructure investment.

This consultation on the ISP Methodology was conducted to ensure that the modelling and cost benefit analysis approaches used to prepare the ISP are fit for purpose in the context of Australia’s energy transition.

The ISP Methodology has been updated to complete a 4 yearly review requirement and to incorporate the Energy Ministers’ response to the review of the ISP.

AEMO welcomed stakeholder feedback on the ISP Methodology, including on the changes proposed in the issues paper, namely:

  • Integrating gas in the ISP

  • Improving demand side modelling

  • Assessing actionability of transmission projects.

  • Enhancing selected ISP modelling approaches.

AEMO has concluded this consultation by publishing the reviewed ISP Methodology after incorporating feedback from two rounds of formal stakeholder consultation. The process concluded on 25 June 2025.
