Register in the Declared Wholesale Gas Market
This page outlines the requirements for registering as a participant in Victoria’s Declared Wholesale Gas Market (DWGM). To register in a different energy market, please go to Energy Systems > Registration.
Anyone who buys or sells gas in the DWGM – including retailers, traders, distribution customers, producers, storage providers and transmission customers – must register as a market participant.
Participants who do not trade gas through the DWGM but perform a role or service in relation to the Declared Transmission System (DTS) – including DTS service providers, interconnected transmission pipeline services providers and distributors – must also register in other registrable capacities.
While registration requirements vary depending on the registrable capacity, DWGM participants often have to also register in the Gas Bulletin Board (GBB) and/or the Victorian Gas Retail Market.
Only Registered Participants can become accredited in the DWGM. Accreditation for a new registered participant can only occur 10 business days or more after the registration effective date.
Part 15A of the National Gas Rules (NGR) contains the registration and eligibility criteria that new applicants should familiarise themselves with before applying to register. The information contained here is for guidance only and is no substitute for reading and understanding the NGR and Declared Wholesale Gas (DWGM) Procedures.
New applicants in the DWGM are required to sign a Capability Declaration and complete a capability assessment. This is used by AEMO to assess whether the applicant can meet NGR requirements as a Registered Participant. Further information on this assessment can be found in the Application Guide below.

Capability Declaration
This document must be submitted as an attachment to Section E of the application for registration.
Credit support
Participants may need to provide credit support to AEMO. All Financial guarantees must be in the prescribed format. AEMO advises applicants to contact prudentials@aemo.com.au to discuss requirements prior to completing the AEMO Guarantee Pro Forma. You must submit an original signed AEMO Guarantee Pro Forma with your registration application.

Trustee deed
Where the Applicant is acting in a trustee capacity, they must complete and return the following Trustee Deed form. No changes can be made to the Trustee Deed other than the completion of details where highlighted.
When completing the form, a number of fields will update automatically when printed. To update the fields without printing, please press <Ctrl> + ‘P’ to simulate printing, then press <Esc> to return to the document without printing.

Gas injections and withdrawals
Complete the following form if you wish to use controllable quantities to submit injection bids to inject gas into the Declared Transmission System (DTS), to submit bids to withdraw gas at controllable loads, or to receive ancillary payments resulting from the scheduling of those bids.
Fees and charges
Participants must pay a fee to register; these are outlined in the latest gas markets fee schedule.
