Matter under consultation

AEMO is conducting an expedited consultation on proposed amendments to System Operating Procedure 3707 – Intervention, Direction and Clause 4.8.9 instructions (the Directions Procedures), as required by the Improving Security Frameworks (ISF) rule change, to outline the information AEMO will include in directions or clause 4.8.9 instruction Market Notices (the proposal) under the National Electricity Rules (NER).

This consultation is undertaken as required by NER clause 4.8.9(b), following the procedure in NER 8.9.3. AEMO considers that the expedited rules consultation procedure is appropriate because the proposal is non-material for the following reasons:

  • The proposed changes to the Directions Procedures are limited to those required by the ISF rule change, specifically the newly established NER clause 4.8.9(k).
  • In addition, the ISF rule change has already undergone significant public consultation as part of the AEMC’s rule change process.
  • Finally, this proposed change only increases the amount of information AEMO will publish in direction and clause 4.8.9 instruction Market Notices and as such is unlikely to have a significant impact on the NEM or the activities of registered participants.

The proposal allows AEMO to meet the requirements of the newly established NER clause 4.8.9(k) and the updates to the Directions Procedures provide clarity to market participants on the details AEMO will include in directions and clause 4.8.9 instruction Market Notices. In addition, the inclusion of this information in the Directions Procedures ensures that the additional administrative burden on AEMO to issue more detailed market notices is not excessive.
