Summary

In December 2023, the Coordinator of Energy gazetted clause 4.10.1A of the Wholesale Electricity Market (WEM) Rules as part of the introduction of a new flexible capacity product into the Reserve Capacity Mechanism (RCM). This clause was scheduled to commence at a time specified by the Minister in a notice published in the Government Gazette.

AEMO consulted on the minimum eligibility requirements and related WEM Procedures as required by the gazetted (but not commenced) WEM Rules on the understanding that clause 4.10.1A would commence at the end of 2024 in time for the 2025 Reserve Capacity Cycle. Consultation completed on 20 December 2024 with four submissions received.

Clause 1.63.11 requires AEMO to determine and publish the Flexible Certified Reserve Capacity minimum eligibility requirements for the 2025 cycle on the WEM Website by 31 January 2025.

Clause 4.10.1A commenced on 15 January 2025.
