Wholesale Electricity Market Rules – Clause 2.10

Matter under Consultation

AEMO has initiated this Procedure Change Proposal for a new WEM Procedure: Direction of Registered Facilities in Scarcity Conditions following amendments to the WEM Rules arising from Wholesale Electricity Market Amendment (Tranches 2 and 3 Amendments) Rules 2020, Schedule C; and Wholesale Electricity Market Amendment (Tranche 6 Amendments) Rules 2022, Schedule E, which were both published in accordance with notice in Gazette 2023/125.

The Amending Rules, commenced on 1 October 2023, requires a (new) Procedure for AEMO to set out the process it will follow to determine which Registered Facility to direct:

  • to make a Real-Time Market Submission where AEMO has issued a Low Reserve Condition Declaration relating to: 

              - an actual or projected shortfall in the relevant Frequency Co-optimised Essential System Service;

              - a projected energy shortfall that will occur within one week of the date of the Low Reserve Condition Declaration; or

  • to synchronise to provide the relevant Essential System Services where AEMO has issued a Low Reserve Condition Declaration and the Short Term Projected Assessment of System Adequacy or the Reference Scenario for the Pre-Dispatch Schedule projects the Essential System Service will be needed.

AEMO is seeking comment and feedback on:

  • The proposed drafting for the Procedure, specifically how well the proposed drafting reflects its stated purpose.
  • Whether there are likely to be any unintended issues stemming from the proposed drafting for the Procedure

Invitation to Make Submissions

AEMO invites written submissions on this Procedure Change Proposal, including any alternative or additional proposals you consider may improve the procedure/s or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).

Please identify any parts of your submission that you wish to remain confidential, and explain why. AEMO may still publish that information if it does not consider it to be confidential, but will consult with you before doing so.

Meetings

Before the closing date for submissions, you may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why you consider a meeting is necessary or desirable.

If appropriate, meetings may be held jointly with other stakeholders. Subject to confidentiality restrictions, AEMO will generally make details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Closing Date and Time

Submissions in response to this Procedure Change Proposal should be sent by email to WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 10 October 2024.

All submissions must be in electronic format (pdf or Microsoft Word). Submissions should use the Procedure Change Submission form available on this page.

AEMO is not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for delay and the detriment to you if AEMO does not consider your submission.

Publication

All submissions will be published on AEMO’s website. Confidential information will not be published, other than as specified above.
