On 4 April 2024, the Australian Energy Market Commission (AEMC) published a draft rule to achieve universal smart meter deployment in the NEM by 2030. The draft rule introduces a package of reforms designed to accelerate the deployment of smart meters and unlock the benefits of smart meter data.

AEMO has prepared an Issues Paper to consider changes to the Retail Electricity Market Procedures under the National Electricity Rules (NER). Specifically, it focuses on changes to AEMO's MSATS procedures regarding Legacy Meter Replacement Plans and Defect management, designed to accelerate the deployment of smart meters. After the AEMC's final rule is published, consultation on the remaining components of the rule reform will occur.

Other matters addressed in this Issues Paper include:

  • The AEMO review of the processes for Retailers of Last Resort (RoLR).
  • Issues and Change Forms (ICFs) raised by the ERCF.
  • Anomalies in Embedded Network settlements.

AEMO invites submissions to the Issues Paper using the response template below by 5.00 pm (Melbourne time) on 11 July 2024. Submissions must be sent to: NEM.Retailprocedureconsultations@aemo.com.au
