Notice of Decision 

Date of Notice: 3 October 2022

AEMO has published a Notice of Decision (NoD) to:

    • Create the Gas Statement of Opportunities (GSOO) Procedures.
    • Amend the Bulletin Board (BB) Procedures.

The NoD creates the GSOO Procedures and amends the BB Procedures to take into account the National Gas Amendment (Market Transparency) Rule 2022. AEMO also has amended amend several Guides and forms to reflect the intent of the changes.

In order to provide clarity regarding the implementation of Gas Transparency Measures, AEMO has put a Frequently Asked Questions document.

The other documents developed in parallel with this consultation are not yet finalised but available for perusal and feedback below:

Workshops

On 14 September 2022, AEMO held a workshop to discuss outstanding issues flagged in the Impact and Implementation Report (IIR). The questions raised during the workshop, as well as AEMO’s responses, are included in the notes linked below. The meeting notes also incorporate questions received from APGA on 12 September and GLNG on 19 September 2022.

Impact & Implementation Report

AEMO published an IIR  to create and amend the:
  • GSOO Procedures.
  • BB Procedures.

The changes propose to create the GSOO Procedures and amend the BB Procedures to take into account the National Gas Amendment (Market Transparency) Rule 2022. For more information on the Rule, please see the webpage here. AEMO also proposes to amend several Guides and forms to reflect the intent of the changes.

Submissions were to be made using the template below and sent to GWCF_Correspondence@aemo.com.au by COB Monday 26 September 2022

AEMO is also amending the BB Data Submission Procedure and turning it into a Guide. A track-changed version of the BB Data Submission Guide is below:

AEMO is also providing examples of the new GSOO Survey for perusal below. The actual survey market participants receive for the next GSOO may look slightly different; these samples are provided so participants can assess whether the GSOO Procedures are fit for purpose.
