Matter under Consultation
The Coordinator of Energy (Coordinator) is undertaking a two-stage review of the supplementary capacity provisions in Section 4.24 of the WEM Rules. The need for the review was triggered by the AEMO’s call for tenders for supplementary capacity services in September 2022 and is conducted by the Coordinator under clause 4.24.19 of the Wholesale Electricity Market Rules (WEM Rules).
Stage 1 of the review is now complete, with the Wholesale Electricity Market Amendment (Supplementary Capacity) Rules 20231, gazetted on 28 April 2023. The Amending Rules have resulted in changes to the Procedure provisions of section 4.24, requiring amendments to the Procedure.
AEMO has identified that replacement of the Procedure is the preferred option to update the Procedure and improve consistency with other WEM Procedures for which AEMO is responsible and welcomes feedback on the proposed amendments in the replacement Procedure provided with the Procedure Change Proposal.

Invitation to Make Submissions
AEMO invites written submissions on this Procedure Change Proposal, including any alternative or additional proposals you consider may improve the procedure/s or better meet the Wholesale Market Objectives in section 122(2) of the Electricity Industry Act 2004 (and clause 1.2.1 of the WEM Rules).
Please identify any parts of your submission that you wish to remain confidential, and explain why. AEMO may still publish that information if it does not consider it to be confidential, but will consult with you before doing so.
Meetings
Before the closing date for submissions, you may request a meeting with AEMO to discuss the issues and proposed changes raised in the Procedure Change Proposal, stating why you consider a meeting is necessary or desirable.
If appropriate, meetings may be held jointly with other stakeholders. Subject to confidentiality restrictions, AEMO will generally make details of matters discussed at a meeting available to other stakeholders, and may publish those details.

Submissions in response to this Procedure Change Proposal should be sent by email to WA.Marketdevelopment@aemo.com.au, to reach AEMO by 5.00 pm (AWST) on 23 June 2023.

AEMO is not obliged to consider submissions received after the closing date and time. Any late submissions should explain the reason for delay and the detriment to you if AEMO does not consider your submission.
