AEMO Intervention Event - Intervention price dispatch intervals - 24/10/2019
Refer AEMO Electricity Market Notice 70659
An AEMO Intervention Event occurred when AEMO issued a direction to maintain the power system in a secure operating state.
The AEMO Intervention Event commenced in the 0005 hrs dispatch interval and is forecast to apply until 1730 hrs 25/10/2019.
AEMO declares all dispatch intervals during the AEMO Intervention Event to be intervention price dispatch intervals.
The direction is expected to affect dispatch quantities for intervention pricing purposes from the 0105 hrs dispatch interval on 25/10/2019.

Direction - SA region 24/10/2019
In accordance with section 116 of the National Electricity Law, AEMO has issued a direction to a participant in the SA region.
The direction was necessary to maintain the power system in a secure operating state.
AEMO may issue or revoke additional directions in order to meet the current requirement, unless sufficient market response is provided.
A further market notice will be issued when all directions related to this requirement have been cancelled.
For the purposes of the National Electricity Rules this is a direction under clause 4.8.9(a).

The synchronous generating units expected to be synchronised in SA from 0100 hrs 25/10/2019 to 1730 hrs 25/10/2019 in Pre-dispatch published at 1400 hrs 24/10/2019 are inadequate to maintain sufficient system strength in SA and hence a secure operating state.
AEMO currently estimates that, in the absence of sufficient market response by 1700 hrs 24/10/2019, AEMO may need to intervene by issuing a direction requiring one or more SA synchronous generating unit(s) to operate or remain synchronised to maintain power system security in SA.

Update to 500 kV Moorabool - Tarrone line outage and concurrent 500 kV outages at Heywood (Bus No.1) and Heywood - Tarrone line.
For this outage please note change to the start time of the MLTS - TRTS line outage as follows:
- on 29/10, 30/10 and 31/10/2019 - planned to start at 0530 hrs (previous 0700 hrs)
In addition, please note scheduled planned outage of the Heywood (HYTS) No.1 500 kV Bus as follows:
- on 29/10, 30/10 and 31/10/2019 - planned to be out of service from 0500 hrs to 1830 hrs.
This bus outage offload Heywood M1 500/275 kV transformer and MLTS - TRTS line
A credible contingency event during these planned outages could cause synchronous separation of the South Australia (SA) region from the rest of the NEM. If separation occurs, load may be interrupted due to the operation of the Automatic Under Frequency Load Shedding (AUFLS) scheme in SA.
The credible separation contingency is managed as follows:
- When power transfer is from SA to VIC, contingency lower FCAS will be sourced from SA.
- When power transfer is from VIC to SA, due to the 47-52 Hz island separation frequency band advised by the SA jurisdiction, contingency raise FCAS is not sourced in SA and the AUFLS scheme may respond to low frequency events.
- Power transfer will be restricted sufficiently low on VIC - SA interconnector (Heywood interconnector) to manage system security following the loss of the next contingency.
Forecast capacity reserves in the SA region are currently sufficient to meet electricity demand during the planned outage.
Please note the following constraint set are invoked for these outages:
F-I-HYSE, I-VS_050, S-X_BC_CP, V-HYTX_M12, V-HY_500BUS, V-MLTR.
Please refer to AEMO Network Outage Scheduler (NOS) for further details.

Possible intervention to manage power system security in South Australia (SA) Region
The combination of synchronous generating units currently expected to be synchronised in SA from 0730 hrs 25/10/2019 will not provide sufficient system strength in SA to maintain the power system in a secure operating state.
In the absence of sufficient market response AEMO may need to intervene by issuing a direction requiring one or more SA synchronous generating unit(s) to operate or remain synchronised from 0730 hrs 25/10/2019 to maintain power system security in SA. Refer to current Transfer Limit Advice for SA system strength on AEMOs website.
If necessary, AEMO will estimate and publish the latest time at which AEMO would need to intervene after the 1230 hrs predispatch run on the 24/10/2019.
