New synchronous generator combinations for the SA + APD + Mortlake Island for system strength and frequency control

AEMO ELECTRICITY MARKET NOTICE

Refer to market notice 73838

AEMO is continuing to investigate combinations required for the extended operation of South Australia, Mortlake and APD connected as an island. Six new minimum combinations of synchronous generation in South Australia have been added, these are:
4 - 3 x Torrens Island A units + 2 x Torrens Island B units + Osborne GT & ST
5 - 3 x Torrens Island A units + 2 x Torrens Island B units + 1 x Pelican Point GT/ST units
6 - 2 x Torrens Island A units + 3 x Torrens Island B units + 1 x Pelican Point GT/ST units
7 - 3 x Torrens Island A units + 2 x Torrens Island B units + Quarantine 5
8 - 2 x Torrens Island A units + 3 x Torrens Island B units + Quarantine 5

The limits advice on the AEMO website will be updated shortly:

Operation of SA + APD + Mortlake Island during low demand periods

AEMO ELECTRICITY MARKET NOTICE

AEMO has determined that during times of low demand in South Australia + APD + Mortlake island a number of generators and Murraylink need to be constrained. This is so there is enough inertia, frequency responsive plant, and generation enabled in the over-frequency generation shedding scheme (OFGS) to ensure power system security is maintained following a credible contingency.

When the operational demand in South Australia falls below 800 MW the following generators will be ramped down and constrained to zero (see Constraint Set: SA-GEN_RAMP_ZERO)

Angaston
Barkers Inlet
Bungala 1 SF
Bungala 2 SF
Dry Creek
Hallett
Hornsdale 1 WF
Hornsdale 2 WF
Hornsdale 3 WF
Ladbroke Grove
Lincoln Gap WF
Lonsdale
Mintaro
Port Lincoln GT
Port Stanvac
QPS 1-4
Snuggery
Tailem Bend SF
Willogoleche WF

Murraylink will also be constrained to zero flows from Victoria to South Australia (unconstrained for SA to Vic flows).

The following non-scheduled generators will be directed to zero:
Cathedral Rocks WF
Mt Millar WF
Starfish Hill WF
Wattle Point WF

Reclassification of a Non-Credible Contingency Event: Eildon PS - Mt Beauty No.1 220 kV line and Eildon PS - Mt Beauty No.2 220 kV line in VIC1 due to Lightning.

AEMO ELECTRICITY MARKET NOTICE

Reclassification of a Non-Credible Contingency Event as a Credible Contingency Event due to Lightning. AEMO considers the simultaneous trip of the following circuits to now be more likely and reasonably possible. Accordingly AEMO has reclassified it as a credible contingency event.

Region: VIC1

Lines: Eildon PS - Mt Beauty No.1 220 kV and Eildon PS - Mt Beauty No.2 220 kV

Duration: 06/02/2020 09:28 until further notice

AEMO ELECTRICITY MARKET NOTICE

Issued by Australian Energy Market Operator Ltd at 0355 hrs on 6 February 2020

ADMINISTERED PRICE PERIOD DECLARED in SA region.

AEMO has determined that the rolling sum of the uncapped market ancillary Lower 60 Sec, Lower 6 Sec, Raise 6 Sec services(s) prices for the SA region over the previous 2016 dispatch intervals has exceeded 6 times the cumulative price threshold (CPT) of $221,100.00.

In accordance with Clause 3.14 of the National Electricity Rules, AEMO has determined that an administered price period will commence at the dispatch interval starting 0400 hrs on 6 Feb 2020 and will continue through to the end of that trading day.

An administered price cap (APC) of 300 $/MWh will apply to all dispatch intervals during this administered price period. This APC will apply to all market ancillary service prices in the SA region.

An administered floor price (AFP) of 0 $/MWh AFP will apply to all market ancillary service prices.

AEMO will continue to monitor the rolling sum of the uncapped market ancillary service prices and issue further market notices as required.

AEMO ELECTRICITY MARKET NOTICE

Issued by Australian Energy Market Operator Ltd at 1300 hrs on 5 February 2020

ACTUAL NEGATIVE SETTLEMENT RESIDUES - SA to VIC - 5 February 2020.

Electricity Market outcomes have resulted in the accumulation of negative settlement residues that have exceeded the allowable negative residue threshold for the SA to VIC directional interconnector.

The negative residue constraint set NRM_SA1_VIC1 commenced operating from 1300 hrs on 5 February 2020.

This constraint set contains an equation with the following interconnectors on the LHS:
V-S-MNSP1
V-SA

The RHS of the constraint equation may be adjusted to manage residues.
