Publication of B2B Procedures v3.4 Final Report and Determination

The Australian Energy Market Operator (AEMO) has concluded a consultation on the proposed amendments to the B2B v3.4 and v3.5 Procedures. These amendments clarify, amend and enhance existing processes in order to support the Five Minute Settlement program and improve market efficiency.

Final Report

Extension of time for final determination and procedures for B2B Procedures v3.4 Consultation

Final Determination and Procedures to be published on 22 July 2020.

The IEC is extending the date for publication of the final determination and procedures for the B2B Procedures v3.4 Consultation in the NEM from 8 July 2020 to 22 July 2020. The extension is required for the IEC to further consider and evaluate the impact of the 3-month delay of Five-Minute Settlement. Second draft stage consultation 

Date: 29 April 2020 

AEMO is continuing its consultation conducted on behalf of the IEC on the proposed amendments to the B2B Procedures to improve the functionality of existing B2B transactions and to incorporate routine communication between electricity retail market participants into B2B transactions. 

AEMO is proposing to stagger the effective dates of the below proposed changes. The Meter Data Process changes agreed upon by a majority of respondents to the First Draft Consultation are proposed to be made effective on 1 July 2021. This will allow B2B system changes to coincide with the implementation of 5 Minute Settlement (5MS). All other changes are proposed to have their effective dates be 10 November 2021. The IEC recognises the proposal to delay the implementation date for Five Minute Settlement and Global Settlement by 12 months to 1 July 2022 in recognition of the current pressures on industry. If an effective date change is required for non-contestable unmetered loads (NCONUML), the IEC will assess the change once more information on the effective date of Global Settlement is known. 

This consultation has been extended until 8 July 2021 in order to allow additional comment on the proposed changes to the One Way Notification Process. The One Way Notification changes considered over the course of this consultation are a different means of achieving an end that was contemplated in the context of the current IEC Procedure Change Proposal. Participants have proposed the removal of the Meter Exchange Notice (MXN) in favour of enhancing the Planned Interruption Notice (PIN) during consultation, as an alternative to the proposed changes to the One Way Notification Procedure included in the initial IEC Procedure Change Proposal. There has not been a formal opportunity for participants to comment on the proposed change as it will be drafted in the B2B Procedures it is appropriate to include an additional round of consultation prior to making the final determination to confirm the drafting of the proposed change. Although this will delay the publication of the Final Determination, it is appropriate to do so to ensure adequate consultation on the proposed change.

First Stage Consultation

AEMO is conducting a consultation on B2B Procedures on behalf of the IEC. The IEC has developed the changes proposed in this consultation in the interests of improving the functionality of existing B2B transactions and to incorporate routine communication between electricity retail market participants into B2B transactions.

Several of the changes being consulted on will require B2B e-Hub system changes. These changes were recommended to the IEC by the Business-to-Business Working Group (B2B-WG) on behalf of industry.
