Assignment of Capacity Credits

Capacity Credits are assigned to Facilities following trade declarations and the determination of Network Access Quantities.

Capacity Credits assigned since market start

The number of Capacity Credits assigned to each Facility since market start is available below.

Capacity Credits assigned by Capacity Year

Each year, AEMO publishes the number of Capacity Credits assigned to each Facility for the relevant Capacity Year.

Cancellation of Capacity Credits

AEMO must publish the information specified in clauses 4.20.12(a), 4.20.12(c) and 4.20.12(d) of the WEM Rules after deciding (in accordance with clause 4.20.11) to cancel the Capacity Credits assigned to a new Facility that is yet to enter service. The basis for a decision under clause 4.20.11 is that no capacity associated with the Capacity Credits assigned to the new Facility will be made available to the market for an entire Capacity Year. 

AEMO has decided to cancel the Capacity Credits for the 2022-2023 Capacity Year in accordance with clause 4.20.11 for the following Facilities:

ERRRF_WTE_G1 

  • Progress reports submitted by East Rockingham RRF Project Co Pty Ltd, in accordance with clause 4.27.10 of the WEM Rules, indicate the Facility will not be in commercial operation by 1 October 2023.
  • The July 2023 progress report stated the Facility will be capable of meeting Reserve Capacity Obligations in full on 7 March 2024. 

PHOENIX_KWINANA_WTE_G1 

  • Progress reports submitted by Kwinana WTE Project Co Pty Ltd, in accordance with clause 4.27.10 of the WEM Rules, indicate the Facility will not be in Commercial Operation by 1 October 2023. 
  • The July 2023 progress report stated the Facility will be capable of meeting Reserve Capacity Obligations in full on 15 May 2024.

Progress Reports 

In accordance with clause 4.27.10 of the WEM Rules Market Participants holding Capacity Credits for Facilities that are yet to commence operation must file a report on progress with AEMO, at least: 

  • Once every three months from the date Capacity Credits are confirmed under MR 4.20.5A; and 
  • Once every month between the start of the calendar year in which the date referred to in MR 4.10.1(c)(iii)(7) falls, and the date AEMO notifies the Market Participant, under 4.13.14, that the need to maintain Reserve Capacity Security of the Facility has ceased. 

Reports provided must include any changes to Key Project Dates.

Government policy on capacity credits

In 2006, the Minister for Energy issued a Ministerial Direction that limited Synergy's (then Verve Energy) generation nameplate capacity. This direction was replaced in 2016, requiring Synergy to reduce its generation capacity (excluding renewable capacity) by 1 October 2018. The latest Ministerial Direction can be found below.
